The Federal Government of Nigeria has allocated funds to the Federal Ministry of Science and Technology in the 2020 Appropriation Act for the execution of Policies, Programmes, and Projects towards achieving the mandate of the Ministry.

Accordingly, the Ministry invites interested and reputable Contractors, Suppliers, and Consultants Service Providers with relevant experience and good track records of performance to submit Technical, Financial, and Expression of Interest (EoI) documents necessary for the execution of the projects.

Details of the Scope of Work Specifications are contained in the Bid Documents. The projects are grouped/categorized into A to C. Bidders, therefore, requested to submit their respective Technical Financial or EoI documents in respect of the categories chosen. The projects are listed below:


LOT G1 – Collation and Production of Enchiridion on Raw Materials and Products Development in Nigeria


LOT W1 – Construction of Booths for Technology and Innovation Expo


LOT C1 Consultancy Services for Review of 2012 Science, Technology and Innovation (STI) Policy
LOT C2 Consultancy Services for the development of Standard, Process and Procedures for an Integrated-On Demand Information and Knowledge Management System.
LOT C3 Consultancy services for the development of Architectural Blueprint, Technical and Functional Requirements for an Integrated-In Demand Information and Knowledge Management System,
LOT C4 Advisory Services on the designed Pilot Small Hydro Power (SHP) Renewable Energy for Rural Communities in Eri- Ijesha water fall Osun State
LOT C5 Consultancy Service on Research and Development (R&D) Commercialization

3.1. The Ministry, in compliance with the provisions of the Public Procurement Act, 2007 and the Public Procurement Regulations for Works, Goods and Services will carry out shortlisting of companies/consultants that respond to this advert based on the following requirements:
I. Evidence of Certificate of incorporation with Corporate Affairs Commission (CAC) including forms CAC2 and CAC7:
II. Evidence of Tax Clearance Certificate for the last three (3) years 2017/2018/2019 available from Federal Inland Revenue Service (FIRS) valid till December 31st 2020;
III. Evidence of Certificate of Compliance issued by National Pension Commission(PENCOM) as evidence of fulfilling employers obligation to employees with respect to Pensions in line with the Pension Reform Act, 2004 (as amended) valid till December 31, 2020:
IV. Evidence of Certificate of Compliance with Industrial Training Fund (ITF valid till December 31, 2020;
V. Evidence of Certificate of Compliance with Nigerian Social Insurance Trust Fund (NSITF) valid December 31, 2020
VI. Evidence of Interim Registration on BPP National Data Base of Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR)valid till December 31, 2020 or a valid certificate insured by BPP:
VII. A sworn affidavit disclosing whether or not any officer of relevant committees of the Federal Ministry of Science and Technology or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the Bidder and that no Partner/Director has been convicted in any Country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents presented in this bid are both Genuine and Up To Date:
VIII. Unabridged Company Audited Annual Reports & Accounts for the immediate past (3)years 2017/2018/2019
IX. Evidence of Financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed;
X. Company profile with Curriculum Vitae of Key Stuff to be deployed for the project, including copies of their Academic/Professional qualifications such as(COREN, ARCON, SURCON,QSRBN etc);
XI. For Consultancy: Evidence of Individual/Firm’s registration with relevant professional body(ies),
XII. For Lot C5, Possession of demonstrable skill and cognate experience in the Management Sciences is required.
XIII. Verifiable documentary evidence of at least three ) similar jobs successfully executed in the last five (5) years, stating details of client, nature of work and including Letter of Award, Valuation Certificate, Job Completion Certificates und photographs of the projects to be attached
XIV. List Of Plants Equipment with proof of ownership/lease (where applicable);
XV. For Joint Venture Partnership, Memorandum of Understanding (MoU) should be provided (CAC, TCC, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit) are compulsory for each JV partner.
XVI. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized Officer of the Firm.

4. COLLECTION OF TENDER DOCUMENTS Categories A&B(Goods and Works)
A complete set of Standard Bidding Documents shall be collected by interested Bidders from the Procurement Department of the Ministry (FMST) at Phase II, Block D Room 609, 6 Floor, Federal Secretariat Complex Abuja between 9.00am-4:00pm (Monday – Fridays) except Public Holidays upon the presentation of evidence of payment of non-refundable tender fee of N10,000.00 (Ten Thousand Naira only) per Lot paid into Federal Ministry of Science and Technology’s Treasury Single Account (TSA) Account Number at any commercial bank, after generating the necessary RRR on Remita Platform and obtain TREASURY Receipt for Lots W1&G1.
For Expression of Interest (EoI) Documents, No fee is required at this stage

Category C (Consultancy)
Interested Firmware to submit two (2) bound of Expression of Interest (Col) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to (The Permanent Secretary, Federal Ministry of Science and Technology, Phase II, Block ‘D’ Federal Secretariat. Abuja and clearly marked/Name of Project and Lot No). Furthermore, the reverse side of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in the office of the Director (Procurement in Room 609.6″ Floor, Phase II Block D’ Federal Secretariat, Abuja not later than 12:00 noon, Tuesday 1″ September, 2020.

Categories A&B (Goods and Works)
Prospective bidders are to submit a bid for each of the Lot desired, two (2) hard copies each of technical and financial bids with soft copy of financial bid only in MS Excel format packaged separately in sealed envelopes and clearly marked as “Technical Bid or Financial Bid” Thereafter, put the two sealed envelope in a bigger envelope addressed to (The Permanent Secretary, Federal Ministry of Science and Technology, Phase II, Block ‘D’ Federal Secretariat, Abuja and clearly marked with the name of project and Lot Number). Furthermore, the reverse side of each sealed envelope should have the name and address of the bidder, and drop in the designated Tender Box in the office of the Director (Procurement) in Room 609, 6th Floor, Phase II, Block ‘D’ Federal Secretariat, Abuja not later than 12:00 noon, Tuesday 29th September, 2020,

i. All submissions must be registered at the Procurement Department. 6th Floor, Phase II Block D Federal Secretariat, Abuja and thereafter dropped in the Tender box provided for the purpose on or before the deadline for submission
ii. Deadline for submission of Expression of Interest (EoI) is 12 noon, Tuesday, 1st September, 2020
iii. Deadline for submission of Tender Documents Categories A & B (Goods and Works) is 12 noon, Tuesday 29th September, 2020.
iv. Tender submitted after the deadline for submission shall not be considered
v. Bidders are to ensure they sign the Bid Submission Register at the Procurement Department of the Ministry after submission as the Ministry would not he held liable for misplaced or wrongly submitted bids.

Tenders will be opened at the Federal Secretariat Phase II Block Conference Room on l floor immediately after the deadline for submission of bids as follows:
i. Opening of documents will commence at 12:00 noon, Tuesday, 1st September, 2020;
ii. Opening of Technical Bids only will commence at 12:00 noon, Tuesday 29th September, 2020;
iii. Note that COVID-19 Protocols/guidelines would be observed during the Bid Opening exercise.

I. All CAC, PENCOM and TAX clearance Certificates and other eligibility documents submitted may be referred to the Security Agencies, Corporate Affairs Commission, Federal Inland Revenue Service (FIRS), National Pension Commission and other relevant bodies for verification and any Contractor/Consultant who contravenes Section 58(4g), PPA 2007 will be liable to Section 58(6a & b), PPA 2007:
II. The Federal Ministry of Science and Technology reserves the right to reject any or all the submissions that do not meet up with the requirements as specified,
III. Bidders cannot bid for more than two lots per company:
IV. All submissions must be made only in English Language:
V. Only shortlisted bidders for categories could be contacted at a later date for collection of Request for Proposals,
VI. Only pro-qualified bidders for Categories A & B(Goods and Works) at technical evaluation will be invited at a later date for Financial bids opening, while the financial bids of un-successful bidders would he resumed unopened:
VII. This advertisement shall not be construed as a commitment on the part of the Federal Ministry of Science and Technology nor shall it entitle any bidder submitting documents to claim an indemnity from the ministry:
VIII. All cost incurred in responding to this advertisement and pre-qualifying for the projects shall be borne solely by the Bidders, and
IX. Bidders are excused from the bid opening, which will be attended by officials of private sector professional organisations and CSOs in the areas of anti-corruption/transparency. The event will be fully captured on video and can be provided to bidders on request,
X. Bid documents can also be collected in salt copies and Bidders can submit through Post (Courier Services)
XI. The Ministry is not bound to pre-qualify shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
