FEDERAL COLLEGE OF EDUCATION (TECHNICAL) PMB 11, OMOKU RIVERS STATE, NIGERIA, INVITATION TO TENDER

1. INTRODUCTION
The Federal College of Education (Technical) Omoku, Rivers State hereby invites interested and competent companies with history of timely delivery of Projects to tender for 2017, 2018 and 2019 Merged TETFund Annual intervention Projects

2. SCOPE OF WORK

Lot 1 Construction of Academic Building for School of Education
Lot 2 Construction of Academic Binding for School of Languages

3. ELIGIBILITY REQUIREMENT
Interested contractors are required to submit the following documents
a. Evidence of Certificate of incorporation with the Corporate Affairs Commission (CAC) including Form CACA CAC 7
b. Evidence of Company Income Tax Clearance Certificate for the last three (3)years (2017, 2018 & 2019) valid ill 31st December, 2020
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2020;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid sill 31st December, 2020
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (İRR) expiring on 31/12/2020 or valid Certificate issued by BPP.
g. Sworn Affidavit:
– Disclosing whether or not any officer of the relevant committees of the Federal College of Education (Technical) Omoku, Rivers State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, and to confirm that all information presented in its bid are true and correct all particulars.
– That the company is not bankrupt in receivership of under liquidation are involved in any litigation which can potentially affect the company’s ability to effectively discharge their responsibility if engaged.
– That no Director of the Company has been convicted of any financial fraud in any country
h. Company’s Audited Accounts for the last three (3)years – 2017/2018/2019
i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed
j. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Job Completion Certificates
k. List of Plants Equipment with Proof of ownership/lease;
l. Company Profile with the curriculum Vitae of Key S to be deployed for the project, including copies of the Academic Professional qualifications such as COREN, CORBON, ARCON etc
m. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address and Telephone Number. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm,

4. COLLECTION OF TENDER DOCUMENTS
All interested bidders are to:
i. Pay a non-refundable tender toe of N10,000 per Lot into Federal College of Education Omoku remita account in any reputable Commercial Bank In Nigeria:
ii. Collect tender document from the Procurement Unit of the College on presentation of the payment receipt for non-refundable tender toe within six weeks from the date of this publication,

5. SUBMISSION OF TENDER DOCUMENTS
Completed Technical and Financial Bids should be submitted in two different sealed envelopes and labeled Technical Bid and Financial Bid” respectively with the company name indicated at the back of the envelope. The two envelopes should be enclosed in a large envelope and marked (Technical and Financial) and addressed to: The Secretary Tender’s Committee, Federal College of Education Technical PMB 11, Omoku on or before 12:00 Noon Friday 28th, September 2020. The envelope should be duly marked with the relevant lot Number on the top right hand corner. The bids should be dropped in the Tender Box at the front of the procurement office. Bidders are to ensure that they also sign all pages of the Bidding document.

6. OPENING OF TECHNICAL BIDS
Only the Technical bids will be open immediately after the deadline for submission at 12:00 Noon Monday 28th September 2020, in the College Theatre Lecture Hall, while the financial bids will be kept unopened. Please, ensure that you sign the Bid Submission Register as the College will not be held liable for misplaced or wrongly submitted bids.

7. NOTES:
i. Submitted documents may be referred to relevant agencies for verification
ii. FCE (T)Omoku reserves the right to reject any or all the submissions if it does not or do not meet with all the requirements specified. This advertisement shall not be constructed as a commitment on the part of the establishment nor shaft entitle a bidder to make any claim and/or seek any indemnity from the Federal College of Education (Technical), Omoku by virtue of such bidder having responded to the advertisement
iii. Bidders should not bid for more than one (1) Lot:
iv. All costs will be borne by the bidders,
v. Bidders are excused from the bid opening, which will be attended by officials of private sector professional organization and CSOs in the areas of anti-corruption/transparency. The event will be fully captured on video and can be provided to bidders on request.
vi. Standard Bidding Documents can also be collected in Soft copies and Bidders Can submit through Post (Courier Services)
vii. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bid of successful bidders will be returned un-opened
viii. The FCE (T) Omoku is not bound to pre quality any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
