REQUEST FOR EXPRESSIONS OF INTEREST
CONSULTING SERVICES FIRMS SELECTION
ASSIGNMENT TITLE: CONSTRUCTION MANAGEMENT CONSULTANT FOR THE CONSTRUCTION OF DEVELOPMENT BANK OF NIGERIA PLC’S HEAD OFFICE

The Development Bank of Nigeria Plc is a development finance institution established to bridge the funding gap for the Micro Small and Medium Scale Enterprises, as well as Small Corporates. The Bank is owned by the Ministry of Finance Incorporated, the Nigerian Sovereign Investment Authority, the African Development Bank, and the European Investment Bank.
The Bank is desirous of constructing its Head Office building in Abuja, Federal Capital Territory. The proposed Head Office will be a four (4) storey building of 1000sqm lettable space on each floor with a basement.
Premised on this, we would require the services of a construction management consultant for the Bank’s Head Office Project.
Consequently, DBN invites eligible firms to submit their expression of interest documents in accordance with the requirements set forth below.
Minimum firm qualification criteria (Without which the firm will be disqualified):
• Evidence of at least ten (10) years of demonstrated construction project management and architectural experience in Nigeria.
• Evidence of registration with relevant professional bodies in Nigeria
• Audited financial reports and proof of NSITF, ITF, and PenCom remittances for the past 3 years.
• Evidence of current valid tax clearance. Curriculum Vitae of the Principal Management staff of the firm.
• Evidence of the following resources
o Structural Engineer Mechanical Engineer
o Electrical Engineer
o Heating, Ventilation, and Air Conditioning (HVAC) specialist
o Quantity surveyor
o Project Manager
For firms that meet the minimum qualification criteria set above, the following will be considered an added advantage:
o Verifiable evidence of design and delivery of similar construction projects.
o Verifiable evidence of design and delivery of Green/Energy efficient buildings.
o Evidence of experience in preparation of Bill of Quantities and the development of Terms for Reference for Works contracts.
For Joint Ventures, each member of the Joint Venture firm shall be reasonably qualified to undertake the assignment in case of withdrawal by any of the members. Expressions of Interest from Joint Venture firms should include the following:
o A cover letter stating the type of association or partnership for the joint submission e.g. a Joint Venture Consortium or Sub consultancy
o A draft agreement to form a Joint Venture/Consortium or letters of intent to form a JV/Consortium submitted by each member of the JV
o All necessary information to allow for an individual assessment of members of the Joint Venture against the minimum firm qualification criteria.
